Andrew Earl Blanche, Jr., CPA, is a retired senior executive with
over 32 years in the Internal Revenue Service. A high-profile
executive with a proven record of performance in business/tax
administration strategies, tax and accounting determinations,
settlements, and legal and litigation decisions. He executed broad
authority to resolve tax controversies without ligation affecting
federal tax laws, regulations, and tax treaties; and Treasury
policies. Documented record of success in formulating creative
tactical plans, and implementing operational objectives, marketing,
and vital business culture changes. Extensive tax law knowledge and
skills on coordinated industry cases, tax shelters, general
examination & collection programs - Tax Audits, Collection Due
Process, Claims, Innocent Spouse, Offers in Compromise, and
Penalties. Excellent knowledge of cutting-edge alternative dispute
initiatives - mediation, early neutral, and arbitration processes.

- Spearheaded the development of cutting-edge case resolution -
Fast Track Settlement initiative utilizing Appeals based tools and
solutions that remarkably increased efficiency across multiple
functions including Counsel, Compliance Operating Divisions, and
the Customer's requirements - received the Commissioner's Award.
- Designed and established the Office of Director, Specialty
Programs predecessor to Technical Guidance for Appeals Coordinated
and Industry issues, international support, and tax shelter
directives affecting cross industry and global settlements.
- Developed and designed screening and working panels for
Appeals Team Case Leaders (ATCL) settlement authority of complex,
high dollar, and high impact issues.
- Spearheaded a redesign team that developed breakthrough models
for working Offer in Compromises, Innocent Spouse assertions, and
Rapid Appeals Program for the ATCL operations.
